Individual Consultant to take forward trainings of Primary Health Care (PHC) staff in Standardized Clinical Protocols for Family Doctors (PEN protocols 1 and 2)
The Healthy Life project is funded by the Swiss Agency for Development and Cooperation (SDC) and implemented by the Swiss Tropical and Public Health Institute (Swiss TPH) in Moldova. A third and final project phase had just started on 1 October 2024 and will run until end June 2028. The main project partners in the country are the Ministry of Health and the Ministry of Labor and Social Protection, in close collaboration with Local Governments and community actors.
The vision of the “Healthy Life Project to Reduce the Burden of NCDs” is that Moldova achieves its 2030 UHC and health related SDG targets, and that its people enjoy greater health and wellbeing. Following this vision, the goal of the project is to contribute to the improvement of the health status of the Moldovan population, especially in rural areas through the reduction of the burden of NCDs.
Three outcomes are defined to archive this goal:
- Outcome 1: National health institutions promote WHO best buys and work in an evidence-based and multisectoral manner to increase health literacy of the population
- Outcome 2: Quality integrated services, underpinned by regulations and education of service providers, improve the prevention and management of NCDs
- Outcome 3: People take responsibility for their own health, demand their rights, and hold decision-makers to account for reaching even the most vulnerable NCD patients
An important part of the work related to outcome 2 involves the roll out of trainings and refresher trainings in the PEN protocols 1 and 2, using a ToT approach in districts with 50% and less trained PHC personell. Regional /district level trainers exist – they have all been equipped with the needed skills. The equipment for conducting the training – e.g. practicing clinical skills mentioned are also available in the training venue.
Objective of this consultancy:
- To set up a schedule of trainings for PHC staff with the available information provided by the HLP in 10 districts with further possibility of extension in order to covel all the districts in need.
- To contact the team of national trainers available to roll out the ToT on PEN in Chisinau for the district trainers.
- To check the availability of the teams of district trainers (family doctors and medical assisstants) available to roll out the PEN trainings in own and neigborn districts (presumptive two teams of trainers per geographical region (North, Center, South) and one team for UTA Gagauzia).
- To prepare and organise a refresh training for the identified teams of district trainers (theory and practical skills) in close collaboration with the Family Medicine Department, State Medical University „Nicolae Testemitanu”.
- To collect the lists of PHC staff (family doctors and medical assisstants) from the first 10 districts who need to be trained in collaboration with the Project Assistant.
- To prepare a plan of training taking into account the availability of teams of trainers
- To review and update the existing ToR for trainers.
- To prepare all needed documentation (draft MoH orders, list of participants) in collaboration with the Project Assistant to facilitate the approval of training program by the MoH.
- To facilitate the roll-out of the training process in 10 districts with the possibility of extension.
- To identify monitors from the national trainers and to coordinate the monitoring of the roll-out of the training process by the team of national experts and to participate in the monitoring process itself.
- To collect proves about the provided trainings at district level (signed lists of participants, photos).
- To prepare short reports on PEN training per each districts.
Approach and methods
The approach to the consultancy will include:
- Background reading about the project
- Meetings with the team leader and other project team members
- To get to know the training venue and trainers /how to contact them
- To set up a schedule for the traininigs
- Once approved, to set up the logistics for the trainings in collaboration with Project Assisstant
- To ensure the trainings run smoothly
- Collect feedback from participants and tutors to ensure continuous quality improvement
- Document the trainings successfully completed

- Smooth running of the trainings
- Participant and tutor feedback available
- Report summarising the trainings implemented with dates, tutors, topics, main positive and main negative points /areas for improvement
- Monitoring table with observations from monitors
Required Qualifications
- University degree in Medicine, Pharmacy, Public Health;
- Postgraduate studies will be an advantage.
Required Experience
- More than 5 years of experience in Clinical Medicine/Management/Public Health or related fields;
- Proven experience in organising the training process of healthcare professionals;
- Proven knowledge and experience in the application of clinical guidelines and protocols, informational materials and behavior change.
Required skills
• Ability to work in a changing, multicultural environment and to establish harmonious and effective working relationships
• Ability to work in a team with medical professionals
• Ability to present information in a well-structured, concise manner, using appropriate language
• Excellent presentation skills
• Fluency in Romanian and Russian, knowledge of English will be an advantage
• Experienced user of the Office package and other software.
Reporting Arrangements
The expert will report to the local team leader in Chisinau (Dr. Ala Curteanu).
Expected Duration of Assignment
The work will be done between mid April-end June.

The Individual Consultant will be offered a consultancy contract based on the number of working days which is to be negotiated depending on his/her competencies and experience. The contract can be extended for taking forward trainings for the next 25 districts.
